Waterbury man told police he ‘heard voices' leading up to fatal stabbing of 80-year-old mother: Report

A man charged with murder in the death of his 80-year-old mother told police he had been hearing voices, according to a Waterbury police case report.

Police were called to the Abbott Terrace apartments after a person (name is redacted in the report) came to check in on 80-year-old Anacelia Sepulveda. According to the report, 48-year-old Noel Sepulveda told the person that Anacelia was in bed, resting, and didn’t feel well. But for 40 minutes, while the person was trying to contact Noel, they couldn’t reach him or Anacelia.

When the person got to the apartment, they found Anacelia in her bed, but with blood under her.

Another person was contacted to help with CPR, according to the report, and at some point, Noel was spotted lying on the ground, unconscious. One of the people administered Narcan to Noel, and when first responders arrived, they gave him medical help before rushing him to St. Mary’s Hospital. Police noted a “white powdery substance” and straws on a nearby table while at the apartment.

The report states that the following day, Noel told Waterbury investigators that he wanted to speak with them. When he was taken to the police department to speak with investigators, he said that since he and Anacelia moved into the apartment, “weird stuff” had been happening.

According to the report, Noel told investigators that he would hear whistles and voices, and that at one point the voices told him that “two lives would make everything right.” Noel reportedly told investigators that he stabbed Anacelia with a kitchen knife and that he used “multiple bags of heroin” to try to take his life.

Investigators also looked at surveillance video and did not see anyone else come and go from the apartment leading up to Anacelia’s reported stabbing.

Noel was charged with murder, possession of narcotics, and use of drug paraphernalia. He was held on a $2.5 million bond and set to appear in court on Wednesday.
