
A Connecticut State Trooper is off the job for having sex during work hours inside a state building, according to an internal affairs report.
The State Office Building in Hartford is where three state police troopers worked. It houses several state offices, including the attorney general’s.
In the 58-page internal affairs memo, those officers were interviewed to address the allegations.
The trooper at the center of it all, according to the report, is Owen Humphreys. He was assigned to the State Office Building when he and a private security officer started messaging each other in July 2025.
The report stated that “sexual activity was confirmed by six witnesses,” and the security officer who stated “We engaged in sexual activities within the office,” starting sometime in September.
Investigators also determined that Humphreys was unprofessional when he attempted to influence the security officer on the same day that the higher-ups were told about the allegations. According to the report, Humphrey told her “not to say anything to anyone,” or to “deny everything.”
In the report, Humphreys was found to have violated five policies, including not being able to perform his job function and engaging in sexual activity in a state facility.
Another trooper assigned to the same building, Elson ABotsi, was also given a policy violation for a bet between him and the security officer on who would have sex first, according to the report.
Abotsi and another trooper were investigated for sexual misconduct as well with the same security officer, but the report states it happened off hours and off state property.
Those two troopers who were reassigned from the State Office Building. Humphreys was placed on administrative leave in January 2026 and officially let go on April 8. The security officer was also let go from her job, according to the report.
A spokesperson for Gov. Ned Lamont’s office said the report’s details were “disturbing” and that “there is no place for this kind of behavior in state service.”
