New details released in death of 1-year-old found unresponsive in car in East Windsor
The East Windsor Police Department has released new details about the death of a 1-year-old boy who was found unresponsive after being left alone in a car in East Windsor over the weekend.
At approximately 2:24 p.m. on Saturday, the East Windsor Police Department received a call for an unresponsive one-year-old child at Rockville Road. The boy’s father, 47-year-old Kevin Pell, stated that he left his son alone in the vehicle, and when he returned, the child was blue and not breathing.
The child was taken to Connecticut Children’s Hospital, where he was pronounced dead. Pell was arrested and charged with risk of injury to a child. He is being held on a $1 million bond.
The father told investigators that he left his son in the car for an extended period while he was working. Pell said that the child had fallen asleep and that he left the car’s air conditioning on, according to a criminal information summary.
Police said the inside of the car was not habitable for the child because of where it was parked and the warm temperatures outside.
Pell was arrested based on the evidence that his negligence was responsible for the child’s death, according to police.
He was scheduled to appear in Hartford Superior Court on Monday.
Police said additional charges could be filed once the investigation is complete.
There have been seven hot car deaths in Connecticut from 1990 to 2025, with the most recent in 2018, according to the national organization Kids and Car Safety. The boy’s death on Saturday would make it the eighth.
